Bioinfo Publications endorses the definition of open access publication drafted by the headquarters of the Howard Hughes Medical Institute in Chevy Chase, Maryland, Bethesda Meeting on Open Access Publishing.

Statement of the Publishers Working Group
We believe that open access will be an essential component of scientific publishing in the future and that works reporting the results of current scientific research should be as openly accessible and freely useable as possible. Libraries and publishers should make every effort to hasten this transition in a fashion that does not disrupt the orderly dissemination of scientific information.

Definition of Open Access Publication:
*An Open Access Publication[1] is one that meets the following two conditions:
1. The author(s) and copyright holder(s) grant(s) to all users a free, irrevocable, worldwide, perpetual right of access to, and a license to copy, use, distribute, transmit and display the work publicly and to make and distribute derivative works, in any digital medium for any responsible purpose, subject to proper attribution of authorship[2], as well as the right to make small numbers of printed copies for their personal use.

2. A complete version of the work and all supplemental materials, including a copy of the permission as stated above, in a suitable standard electronic format is deposited immediately upon initial publication in at least one online repository that is supported by an academic institution, scholarly society, government agency, or other well-established organization that seeks to enable open access, unrestricted distribution, interoperability, and long-term archiving (open access repository).

*Notes:
[1] Open access is a property of individual works, not necessarily journals or publishers.
[2] Community standards, rather than copyright law, will continue to provide the mechanism for enforcement of proper attribution and responsible use of the published work, as they do now.

Bioinfo Publications is committed to working toward a model that:
1. Allows the dissemination of peer reviewed manuscripts containing original research and Online immediately upon publication, at no charge to user groups, without requiring registration or other restrictions to access.
2. Requires copyright holders to allow users to copy, use, distribute, transmit, and display the work publicly and to make and distribute derivative works, in any digital medium for any responsible purpose, subject to proper attribution of authorship

Published articles are available permanently in full text, which can easily [freely] download and print.

These peer-reviewed papers can be cited using the date of access and the unique number. Any final changes in manuscripts will be made at the time of print publication and will be reflected in the final electronic version of the issue.
